Abstract
Given the geographical situation of Indonesia as an archipelagic country where the vast ocean is larger than its land area. In order to smooth the trade activities for the nation's economic development we need to examine in detail about the legal arrangement of transportation agreement and the factors that become obstacles or obstacles in the implementation of this transport activity, loose cargo transportation agreement with the businessman loading and unloading vessels regulated in Law 22 of 2009 on Traffic and road transport in its agreement is regulated in the Criminal Code article 86 concerning the expedition and Criminal Code article 90 of the cargo lette).
